This is Scotland (at Orkney, Kirkwall). It is the ferry landing stage. To the bottom right, the cruise ship moorings. Shuttle buses leave from here to and from Kirkwall city centre. There is another ferry landing near the centre of Kirkwall, but this is not suitable for large ships.
